A bid to review the current constitutional arrangements of Comhairle nan Eilean Siar has failed.
Cllr Donald Manford, leader of the SNP group on the Comhairle, said that the election of 15 new councillors meant that there was a mandate for change.
He argued that was sufficient reason to halt proceedings before the election of Council Leader and committee chairs, so that a review of the operational structure of the Comhairle could take place.
Among things that should be discussed, he said, were area committees, political structures, a cabinet system of governance, 'something different'.
Cllr Manford's call was seconded by Cllr Iain A. MacNeil.
After being put to a vote, Cllr Manford's proposal only received 14 votes, and was therefore defeated.
